Re: Operating Budget
In the current Budget Ordinance 21-38, $1,244,220 is appropriated in the Office of
Housing and Community Development's (OHCD) Housing Ulu Wini OCE account.
Additional funding is needed to cover the cost of the Ulu Wini Family Assessment
Center.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
additional funds of$130,000 into the OHCD's Housing Ulu Wini OCE account, bringing
the total appropriation to $1,374,220.
The OHCD requests that a breach be authorized to submit this bill after the April 29, '
2022 submission deadline, and to waive it from the Finance Committee in order to be
placed on the May 18, 2022 Council agenda. If there are any questions,please do not

A. REQUEST:
The Office of Housing and Community Development (OHCD) is requesting to amend ordinance 21-38 to
appropriate funds as follows:
Revenue: Dept charges 3609.26 $130,000
Expenses: Housing Ulu Wini OCE, Misc. Contract services 152.461.5467.02.115 $130,000
OHCD is requesting to breach the deadline and requesting to bypass Finance Committee to be put on the
May 18, 2022 council agenda with the 2nd reading on June 1, 2022 to incorporate time sensitive funding
needed to continue services for the FAC.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Office of Housing and Community Development has a contract with Hawai'i Affordable Properties to run
the Ulu Wini Housing project and the Family Assessment Center(FAC).
Additional funding is needed to cover the cost of the FAC, which will be funded with Ohana zones money.

RE: BILL NO. 172 : AN ORDINANCE TO AMEND ORDINANCE NO. 21-38,
AS AMENDED, THE OPERATING BUDGET.FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2022.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
