Your Committee on Finance,to which was referred Resolution No. 386-22, reports as follows:
Resolution No. 386-22, transmitted by Finance Director Deanna S. Sako via Communication No. 754
dated April 14, 2022, authorizes the Office of the Mayor to enter into an agreement with the State of
Hawaii Department of Labor and Industrial Relations, pursuant to Hawaii Revised Statutes,
Section 46-7, for a Workforce Innovation and Opportunity Act grant.
This resolution allows for the receipt of$94,300, which would be used for rapid response and layoff
aversion activities.
Community Development Specialist for Housing and Community Development Royce Shiroma
provided background on the measure.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13, Hawaii County Charter,the
Mayor is authorized to apply for, receive, and expend the funds for contracts with private parties,
other counties,the State, or the United States government for functions or activities which the County
is authorized to perform.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 386-22, and
recommends its adoption.
