Your Committee on Finance, to which was referred Bill No. 161, reports as follows:
Bill No. 161, transmitted by Finance Director Deanna S. Sako via Communication No. 752 dated
April 14, 2022, amends Ordinance No. 21-39, as amended, relating to public improvements and
financing thereof for the fiscal year July 1, 2021,to June 30, 2022.
This bill reappropriates lapsed fuel tax funds from prior fiscal years by establishing the following fuel
tax program appropriations to the Capital Budget: Roadway Projects (Engineering) ($451,774.22);
Bridge Inspection, Repair and Replacement Program(Engineering) ($332,289.35); and Local Road
Improvements (Highways) ($1,761,734.13), for a total appropriation of$2,545,797.70.
Per Committee Member Holeka Goro Inaba's request, Ms. Sako described the funding context of the
measure. Ms. Sako then clarified for Mr. Inaba that the funds have already been transferred to the
Capital Project fund and that Finance wants to reappropriate funds in order to continue work on
lapsing projects.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 161, and
recommends its passage on first reading.
