A. REQUEST:
A Resolution authorizing the County (via R& D)to enter into a Memorandum of Agreement (MOA)with the
University of Hawaii at Hilo to establish a 3 year mutual agreement on roles and responsibilities of each
party regarding collaborating on the facilitation of the Hawaii Island Recovery & Resilience Action Learning
initiative.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED}'
Pursuant to Hawaii Revised Statutes§46-7, the County may enter into agreements with "any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter
into an agreement with the University of Hawaii at Hilo, a public body, for the purposes of establishing a
mutual agreement on roles and responsibilities to implement the Hawaii Island Recovery& Resilience Action
Learning initiative.
The purpose of the MOA is to enhance the educational experiences and engagement of UH-Hilo students
and faculty in a series of action learning activities around advancing recovery and resilience on Hawaii
Island. The County will work with its cohort of VISTA members and communities across the island to develop
a series of action learning activities in the areas of shared mobility, energy efficiency, sustainablity and
climate action, food access, economic recovery, and disaster recovery and resilience.
This agreement is for three years, 2022-2025 and funds will not be exchanged between the parties.
