Re: Operating Budget
On March 23, 2022, the Hawaii County Council approved Resolution No. 349-22,
authorizing the Mayor to enter into an agreement with the Hawaii State Public Library
System to conduct a feasibility study of co-locating a library at the future Pahoa Transit
Hub. As part of this joint venture, the Hawaii State Public Library System has
authorized $350,000 to be provided to the County.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this $350,000
grant.
The Mass Transit Agency requests that this resolution and bill be waived from the
Finance Committee and be placed on the June 1, 2022 Council agenda in order to
expedite receipt of these fiends. If there are any questions,please do not hesitate to call

A. REQUEST:
CREATING AN ORDINANCE AND AMENDING RESOLUTION 349-22 AUTHORIZING THE OFFICE OF
THE MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE HAWAI`l STATE PUBLIC
LIBRARY SYSTEM, PURSUANT TO NRS 46-7, FOR FUNDS TO CONDUCT THE PLANNING
PROCESSES TO CO-LOCATE A PUBLIC LIBRARY AT THE FUTURE PAHOA TRANSIT HUB.
Request for a breech and to waive Finance Committee.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
HSPLS shared that they are interested in identifying a location for a new Pahoa Public Library and are
interested in studying the feasibility of co-locating a new library as part of a proposed Pahoa Transit Hub
project and has funding in the amount of$350,000 that may be used to supplement County planning funds
for the purpose of determining the feasibility of co-locating a new library.
As part of this effort, the Mass Transit Agency, in partnership with the Planning Department and HSPLS will
conduct the following:
(1) Select sites that best supports transit ridership, active transportation and a public library;
(2) Preparing an Environmental Assessment for the selected site; and
(3) Developing a Transit Hub design that incorporates mobility hub concepts to provide an engaging community
space and community amenities, such as the public library.
After these efforts are completed and it is determined that co-location will work, HSPLS is will contribute their
share of the land acqusition, final design and construction costs with funding set aside for this project. The
roles and responsibilties of each agency will be spelled out in the memoradum of agreement, including
provision for ownership and future operations and maintenance.
This action is to amend Resolution 349-22 to authorize reciept of the funds from the State to perform this
function and to create an ordinance to authorize the expenditure of these funds as part of an existing
professional services agreement for the consultant to do the necessary planning work for the Pahoa Transit
Hub.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement ion its future agenda.
