Your Committee on Finance, to which was referred Resolution No. 410-22, reports as follows:
Resolution No. 410-22, transmitted by the Finance Director Deanna S. Sako,via Communication No. 788
dated April 29, 2022, authorizes the Department of Public Works to award funds to the Peoples
Advocacy for Trails Hawai`i.
This resolution provides grant funds in the amount of$726,000,to purchase, ship, and install
15 additional Hawai`i Island Bikeshare stations.
A motion to amend Resolution No. 410-22 with the contents of Communication 788.1 was made by
Committee Member Holeka Goro Inaba and seconded by Committee Member Susan L.K. Lee Loy. Said
amendment corrects the provided amount from $726,000 to $907,500 as to include the County fund
match. The amendment passed unanimously.
Committee Member Ashley L. Kierkiewicz requested that Ms. Sako provide any information on a
masterplan or methodology to determine Bikeshare station placements as well as the estimated
maintenance costs overtime.
Committee Chair Matt Kaneali`i-Kleinfelder provided comments in support of the measure.
Pursuant to Article 25, Section 2-139(a)(3)(A), Hawai`i County Code, grant awards in excess of$25,000
to nonprofit organizations shall specifically identify the organization receiving the grant funds and the
purpose for which the grant funds shall be used in an ordinance or resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 410-22, as
amended to Draft 2, and recommends its adoption.
