Your Committee on Finance, to which was referred Bill No. 169,'reports as follows:
Bill No. 169, transmitted by Finance Director Deanna S. Sako,via Communication No. 787 dated
April 29, 2022, amends Ordinance No. 21-38, as amended,the Operating Budget for the County of
Hawai`i for the Fiscal Year ending June 30, 2022.
This bill appropriates revenues in the Hawai`i Island Bikeshare System—Federal account($726,000);
and appropriates the Hawai`i Island Bikeshare System—Federal account. Funds would be used to
increase the number of Hawai`i Island Bikeshare stations in Kailua-Kona and Hilo.
Committee Chair Matt Kaneali`i-Kleinfelder stated that should an amendment be needed, he hopes
Finance will prepare one by the first reading at Council. Ms. Kierkiewicz stated that it is her
understanding that an amendment is not needed as the measure simply accepts federal funds,whereas
the amendment to Resolution No. 410-22 combines federal funding with the County match.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 169, and recommends
its passage on first reading.
