No. 783/Bill No. 168 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 2:30 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Governmental Operations, Relations, and Economic Development,to which <br /> was referred Bill No. 168, reports as follows: <br /> Bill No. 168, transmitted by Council Member Susan L. K. Lee Loy, via Communication No. 783 <br /> dated April 28, 2022, initiates an amendment to Article XIV of the Hawaii County Charter (2020 <br /> edition), relating to the Board of Ethics, which increases the membership of the board from five to <br /> seven members. <br /> Council Member Susan L. K. Lee Loy introduced the measure and asked Corporation Council to <br /> provide background information as to the intent of the bill. <br /> Deputy Corporation Council, Dakota"Cody" Frenz, explained that the Board of Ethics discussed <br /> the need for increasing the number of their members due to absences during the COVID-19 <br /> pandemic and their inability to reach a quorum to conduct board business. She mentioned that <br /> the current budget is for $1,064 per board member and covers mileage and meals. If this measure <br /> passes the amount per board member would be reduced to $760 unless Council increases their <br /> budget. <br /> Ms. Lee Loy mentioned that she looked at the number of members on other Hawai`i County's <br /> Boards of Ethics and found that they had either seven or nine member boards. <br /> Council Member Ashley Kierkiewicz inquired as to why the board settled on asking for seven <br /> members verses nine members. She stated that many boards and commissions have nine <br /> members in order to allow for one member per district to serve. <br /> Ms. Frenz replied that the board's request was made purely in order to resolve the issue of <br /> having a quorum at each meeting. She noted there was ample discussion around the issue of <br /> seven verses nine mebers and the board decided to ask for seven. <br /> The vote was taken on the motion to move this measure to Council with a favorable <br /> recommendation passed unanimously with nine "ayes." <br /> GOREDC Report No. 23 <br />
