No. 783/Bill No. 168 PLACE: Council Chambers Hilo, Hawaii TIME: 2:30 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Governmental Operations, Relations, and Economic Development,to which was referred Bill No. 168, reports as follows: Bill No. 168, transmitted by Council Member Susan L. K. Lee Loy, via Communication No. 783 dated April 28, 2022, initiates an amendment to Article XIV of the Hawaii County Charter (2020 edition), relating to the Board of Ethics, which increases the membership of the board from five to seven members. Council Member Susan L. K. Lee Loy introduced the measure and asked Corporation Council to provide background information as to the intent of the bill. Deputy Corporation Council, Dakota"Cody" Frenz, explained that the Board of Ethics discussed the need for increasing the number of their members due to absences during the COVID-19 pandemic and their inability to reach a quorum to conduct board business. She mentioned that the current budget is for $1,064 per board member and covers mileage and meals. If this measure passes the amount per board member would be reduced to $760 unless Council increases their budget. Ms. Lee Loy mentioned that she looked at the number of members on other Hawai`i County's Boards of Ethics and found that they had either seven or nine member boards. Council Member Ashley Kierkiewicz inquired as to why the board settled on asking for seven members verses nine members. She stated that many boards and commissions have nine members in order to allow for one member per district to serve. Ms. Frenz replied that the board's request was made purely in order to resolve the issue of having a quorum at each meeting. She noted there was ample discussion around the issue of seven verses nine mebers and the board decided to ask for seven. The vote was taken on the motion to move this measure to Council with a favorable recommendation passed unanimously with nine "ayes."
