Kailua-Kona, Hawai`i 96740 Memorandum No. 01 cc DATE: May 25, 2022 TO: Members of the Hawaii County Council FROM: Maile David, Council Chair RE: Proposed Amendment to Bill No. 126, Draft 2, the Proposed Operating Budget for Fiscal Year 2022-2023 Below is a proposed amendment to Bill No. 126, Draft 2,the proposed Operating Budget for fiscal year 2022-2023, to amend appropriations in the General Fund and Solid Waste Fund accounts. There are three Solid Waste Transfer Stations in the district of Ka`u (Pdhala, Wai`6hinu and Hawaiian Ocean View) that currently operate at three-day-a-week intervals. This amendment would increase services at the Wai`6hinu transfer station to its historical seven days a week schedule and continue its current schedule at the Pdhala and Hawaiian Ocean View stations. General Fund • Increases the Real Property Taxes revenue account by $524,507 (revenues would be higher by approximately $8,000,000 if based on the current tax rates and not the Mayor's proposed tax rates as reflected in Bill No. 126, Draft 2); and • Increases the Trans to Solid Waste Fund expenditure account by $524,507. Solid Waste Fund • Increases the Transfer From General Fund revenue account by $524,507; • Increases the Landfills S&W expenditure account by $262,784 to cover the salaries, overtime, and meals for the following positions that are not yet created: + 2 new positions—Equipment Operator III ($61,632 per position) + 2 new positions—Solid Waste Facility Attendant ($49,260 per position) • Increases the Landfills OCE expense account by adding $67,184 for rental/lease of a semi- tractor and compacting trailer, mileage/auto allowance, security, fuel, and safety equipment; • Increases the Landfills Equipment expense account by $45,000 for a pickup truck; and • Increases the Health Benefits, Retirement Benefits, and FICA Employer Share expense accounts by $66,368, $63,068, and $20,103, respectively, to cover the fringe benefits for the four new positions.
