Re: Resolution Creating Positions
Enclosed is a resolution creating one new Clerk III, SR-10 position for the Police
Department. This position is necessary to develop and maintain the Police Department,
Traffic Services Section's various programs.
The Police Department respectfully requests that this resolution be waived from Finance
Committee and be placed on the June 15, 2022 Council agenda in order to expedite this
process. If there are any questions,please do not hesitate to call Paul K. Ferreira, Chief
of Police at 961-2244.

Requesting the creation of a Clerk III position within our Traffic Services Section, with funding through the
Highway Fund.

Requesting a waiver of the Finance Committee.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEQ:
a
Staffing within the Traffic Services Section consists of one Program Manager and one Senior Clerk-
Stenographer who oversee 40 School Crossing Guards and various traffic safety programs. The limited staff
hinders the section from moving forward in developing and maintaining various programs; adding the Clerk III
position would allow for the day-to-day operations to function at an efficient level while ensuring assistance in
program development and oversight.

III POSITION FOR THE POLICE DEPARTMENT
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
