The State of Hawaii is donating this equipment to the County of Hawaii Police Department. Enclosed is a resolution accepting the donation of one 2019 Chevy cargo truck and various equipment from the State of Hawaii. This truck and equipment, with an estimated value of$429,287.37, will be utilized by the Hawaii Interisland Bomb Squad. The Police Department respectfully requests that this resolution be waived from Finance Committee and be placed on the June 15, 2022 Council agenda in order to expedite this process. REQUEST: This is a request to accept the Hawaii Police Departments Bomb Squad's vehicle procured by the State of 3 Hawaii through the Homeland security grant. The vehicle was received on April 28, 2020 and is a 2019 Chevy cargo truck VIN number 1 HA6GUCG8KN013599. Cost of vehicle was$104,415.67. Requesting to waive Finance Committee review. B. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED): i The Hawaii Police Department, Maui Police Department and Kauai Police Department in 2017 entered into a memorandum of understanding to establish the Hawaii Interisland Bomb Squad. Two sworn personnel from each county were selected to be trained as bomb squad technicians*for each county for a total of six technicians within the squad. The squad obtained three sets of equipment required by the FBI to be accredited and each set is located on the respective islands. The equipment was obtained through the State of Hawaii Department of Defense by utilizing the Homeland Security grant. The bomb squad technicians received extensive training by homeland security and the FBI to be certified as technicians. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
