A RESOLUTION CONDEMNING GUN VIOLENCE AND SUPPORTING STRENGTHENING GUN LAWS IN THE UNITED STATES OF AMERICA.
WHEREAS, on May 24, 2022, an eighteen-year-old man walked into Robb Elementary School in Uvalde, Texas, with two legally purchased AR platform rifles and killed at least nineteen children
and two adults; and
WHEREAS, this heartbreaking and deplorable murder of innocent children was the 134th deadly mass shooting and the 27th school shooting so far in 2022; and
WHEREAS, American children and teenagers have a fifty-seven percent higher death rate than nineteen similarly developed countries and children from fifteen through nineteen years of
age are eighty-two times more likely to be shot and killed, compared to the same age range in similarly developed countries; and
WHEREAS, the United States of America has the highest rate of gun related homicide in the developed world, eighteen times higher than the average rate in other developed countries with
one per every twenty-five thousand people killed by gun violence; and
WHEREAS, other developed countries such as Australia, South Africa, New Zealand, and England have adopted gun safety measures that have resulted in a reduction of gun related deaths;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIʻI that it condemns gun violence in the state of Hawaiʻi and across the United States of America.
BE IT FURTHER RESOLVED that the Hawaiʻi County Council proclaims its support for gun safety measures that have proven to be effective, such as a national background check mandate, a
national red flag law, a national age limit at or above twenty-one years for gun purchases, restricting the sale of assault rifles and high capacity magazines, and a national prohibition
of gun purchases by individuals that have recently be charged with drug and alcohol crimes, domestic violence or terroristic threatening.
BE IT FURTHER RESOLVED that the Hawaiʻi County Council strongly encourages the United States Congress to establish gun safety measures that help ensure tragedies such as the Robb Elementary
School shootings do not continue to occur.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Joe Biden, President of the United States of America; the Honorable Charles E.
Schumer, United States Senate Majority Leader; the Honorable Nancy Pelosi, United States Speaker of the House of Representatives; the honorable members of the Hawai’i Congressional
delegation; the Honorable David Y. Ige, Governor of the State of Hawai‘i; and the Honorable Mitchell D. Roth, Mayor of the County of Hawai‘i.
