HomeMy WebLinkAboutCOM 0750.003 2020-2022 PITC m May 2, 2022 1 LO Hawaii County Council Committee on Finance Honorable Matt Kleinfelder, Chair v Honorable Heather Kimball, Vice Chair Honorable Members of the Hawaii County Council Committee on Finance _ RE: IN SUPPORT OF BILL 160 WHICH AMENDS CHAPTER 11 OF THE HAWAII COUNTY CODE 1983 (2016 EDITION,AS AMENDED), BY ADDING A NEW ARTICLE RELATING TO AFFORDABLE HOUSING PRODUCTION FUNDING Aloha Chair Kleinfelder and members of the committee, The Hawaii Operating Engineers Industry Stabilization Fund (HOEISF) supports bill 160,which amends chapter 11 of the Hawaii county code 1983 (2016 edition, as amended), by adding a new article relating to affordable housing production funding and establishes an annual appropriation of at least$5 million per to year to the Office of Housing and Community Development to facilitate programs that support affordable housing production. Our organization is a Labor-Management fund representing 3000 unionized members in heavy engineering site work and 500 general contractors specializing in heavy site work, paving, and vertical construction. The Office of Housing and Community Development is responsible for the planning, administration, and operation of all the County of Hawaii's housing programs such as the Section 8 rental assistance for qualified families. Its overall goal is to provide for the development of viable communities in Hawaii County by providing decent housing, suitable living environments and expanding economic opportunities. Dedicating$5 million per year to help fund the initiatives of the department will pay vast dividends in the future and help ensure the county provides needed housing for its citizens.
