I am writing to you in regard to RES 390-22 because there are many questions that come up Alh t_i

resolution that need to be addressed: '+
..
• Why are employment contracts needed? �+
• Who are the contracts for and why only seven?
• Is this consistent with the hiring practices for the entire County?
• If some of the animal control staff are on the employment contracts and others not, could that be
considered discrimination or will that create a divisive work environment?
The content and T/C's of the employment contracts need transparency.
IMPORTANT NOTE!!!: There are 4 members of the current animal control staff being sued by a
former HRR contractor and if these 4 are included in the employment contract, there may be
ramifications (READ MORE COSTS TO TAX PAYERS as at least one possible issue!).
There are many non-standard practices emerging from animal control recently, including the purchase of
Bar King Kennels for$2million when that same facility was deemed sub-standard by HPD when HRR was
operating that shelter. I have written to you before on this matter and am incensed that what was deemed
"TO FAR OFF THE MAIN ROAD" when the NRR people wanted to purchase that exact same facility, but
were thwarted in their efforts to get up and running in their implementation of the contract, but now this
same facility has been bought. Wow=That was some interesting and costly machinations that should be
looked at as well, but I won't hold my breath.
There appears to be a bias regarding what HPD is allowed to do with animal control and what vendors are
allowed to do.
Until the terms of the employment contracts are transparent and the reasoning behind this made clear, I
cannot support this and neither should you!
