Aloha Members of the Hawaii County Council,
I am writing testimony for:
Res. 390-22: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER
FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR MULTI-YEAR
EMPLOYMENT CONTRACTS FOR THE HAWAII POLICE DEPARTMENT
Authorizes the Mayor to enter into seven multi-year employment contracts not
to extend beyond June 30, 2024, to implement the Animal Control Program.

I provided Testimony July 6,2021 when the Hawaii Rainbow Rangers lost the
County Contract for Animal Control. On June 7,2021 numerous members of
.Animal Control who are currently working with HPD filed a complaint against
me that had no Merrit. Due to these allegations which Websters Dictionary
defines as: a claim or assertion that someone has done something illegal or wrong,
typically one made without proof, The Hawaii County Chief of Police Denied my
approval to work with my employer in the duties of Hilo Cell Block Security. This
is shown in the letter provided with this testimony. I also have a current lawsuit
against the 4 individuals who have made the allegations against me and have made
it difficult for me to even consider going into Animal Control. So, I ask that in
consideration of this bill, define who will be able to work in animal control without
bias from the current employees who were contracted with Hawaii Rainbow
Rangers and the ones who were let go from Hawaii Rainbow Rangers and had to
find other employment. I have just gone through a transition with my current
employer in which another company bought them out. All the displaced employees
were offered jobs with the new company. This did not happen with Hawaii County
and Hawaii Rainbow Rangers. In closing I would like you to really look at the
legal ramifications of the Hawaii County Council passing this law without changes
prior to the hiring of new Animal Control

Officers. The new Property at Barking Dogs Shelter was also not an option to the
HRR as it was said to be too far away from the main highway, yet the County
Council passed for the facility to be bought. How can it be that one organization is
told they cannot acquire a property and then be put out of business, but you have
the HPD and their animal control officers buying the same property? Before you
pass this resolution you must figure out who is going to be in charge? Are there
going to be fair hiring practices? Who will oversee making the decisions to hire the
new animal control officers? Are they going to have enough vehicles, equipment or
facilities to provide services to Hawaii County? You must fix the past before you
can move forward to the future.
