Subject: RES 390-22 Employment contracts for Animal Control
Aloha Council Members and Council Chair David,
Regarding this RES 390-22,there are many questions that come up regarding this.
Why are employment contracts needed? Who are they for and why only seven?
Is this consistent with the hiring practices for the entire County? If some of the animal control staff are on the
employment contracts and others not, could that be considered discrimination or will that create a divisive work
environment?
The content and T/C's of the employment contracts need transparency. There are 4 members of the current animal
control staff being sued by a former HRR contractor and if these 4 are included in the employment contract,there
may be ramifications.
There are many non-standard practices emerging from animal control recently, including the purchase of Bar King
Kennels for $2million when that same facility was deemed sub-standard by HPD when HRR was operating that
shelter. There appears to be a bias regarding what HPD is allowed to do with animal control and what vendors are
allowed to do.
Until the terms of the employment contracts are transparent and the reasoning behind this made clear, I cannot
support this.
