Why are we creating special employment contracts for animal control? 2. Why are there only 7 employment contracts? Is this normal in how county employees are hired? 3. Why is everything about Animal control shrouded in secrecy? Previous contracts had specific performance metrics included yet there is nothing in the public's view to see how their hard earned tax dollars are being spent. 4. Why are there no clear metrics with which to judge the organization's performance? is performance of the organization going to be tied to these 7 individuals? We the people w/in the community would like to see some attention to the problem of animal control. There is no spay neuter program nor are there any longer term plans in place to reduce the amount of abandoned animals on the island. I have noticed there are quite a few non-standard practices for passing bills that do not allow for public comment. It seems to be that you the elected officials that are tasked with putting what we want into action are not interested in our opinion unless it has to do with our vote. Frankly if you give only 24 hours to voice comments how can we possibly comment? We still have yet to receive information on the following questions: 1. When will intake moratoriums be lifted? 2. What programs are included under Animal control mandates? How is the existing$2.1 M operational budget being spent? What are the actual expenditures versus budget for the year? 3. Who owns animal population control? ., 4. What are the official mandates associated with the organization? `= 5. Why are there so many abandoned dogs/cats on the island? LJ Until these questions can be candidly answered I cannot support this bill. Z > f.®. Thank you for the opportunity to voice my concerns.
