Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance,to which was referred Resolution No. 413-22, reports as follows: Resolution No. 413-22,transmitted by the Honorable Mayor Mitchell D. Roth via Communication No. 798 dated May 2, 2022, commits to funding the cost items agreed upon by the employers and the Hawaii Government Employees Association Units 03, 04, 13, and employees excluded from those units for the contract period July 1, 2021 through June 30, 2025. The estimated costs over the four years of the new contract resulting from lump sum payments, across- the-board increases, step movements, and increases to uniform allowances and overtime meal rates would be $21,783,815. Human Resources Director Waylen L.K. Leopoldino provided a brief summary of the funding. Per Committee Member Aaron S.Y. Chung's request, Finance Director Deanna S. Sako confirmed for the record that the County has the funds to accommodate these items. Ms. Sako then confirmed for Committee Chair Matt Kaneali`i-Kleinfelder that Finance has budgeted these increases for fiscal year 2022-2023. Ms. Sako also stated that in the event of a recession,the County is still obligated to comply with these increases. Pursuant to Section 89-10(b), Hawaii Revised Statutes, all cost items relating to collective bargaining shall be subject to appropriations by the appropriate legislative bodies.
