Your Committee on Finance,to which was referred Resolution No. 414-22, reports as follows:
Resolution No. 414-22,transmitted by the Honorable Mayor Mitchell D. Roth via Communication No. 799
dated May 4, 2022, commits to funding the cost items awarded by arbitration to Hawaii Fire Fighters
Association Unit 11 for the contract period July 1, 2021 through June 30, 2025.
The estimated costs over the four years of the new contract resulting from across-the-board increases
and step movements would be $16,267,480.
Human Resources Director Waylen L. K. Leopoldino provided a brief summary of the funding:
Committee Member Ashley L. Kierkiewicz disclosed for the record that her partner is a member of the
Hawaii County Fire Department. Committee Member Holeka Goro Inaba also disclosed that he has a
close family member in the department.
Pursuant to Sections 89-11{e} and (g), Hawaii Revised Statutes, all items requiring any moneys for
implementation in the case of a final and binding decision by an arbitration panel shall be subject to
appropriation by the appropriate legislative bodies.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 414-22, and
recommends its adoption.
