Your Committee on Finance,to which was referred Resolution No. 415-22,reports as follows:
Resolution No. 415-22,transmitted by Council Member Maile Medeiros David via Communication No. 800
dated May 11, 2022, authorizes the Director of Finance to enter into negotiations for the acquisition of land
or a conservation easement for property identified as Tax Map Key 8-7-001:002 situated in the ahupua`a of
Ka`ohe and known as Wai`ohe, District of South Kona, utilizing the Public Access, Open Space, and
Natural Resources Preservation Fund.
The County seeks to acquire approximately 220 acres of land to protect the old growth of`Ohi`a trees and
habitat for the Hawaiian Hawk,the Hawaiian Hoary Bat, and other endemic bird and plant species. This
parcel is listed as priority number 15 for purchase in the 2021 Annual Report of the Public Access, Open
Space, and Natural Resources Preservation Commission(PONC).
Committee Member Maile Medeiros David provided a brief background on the measure.
Per Committee Member Holeka Goro Inaba's request, Corporation Counsel Elizabeth A. Strance and
Finance Director Deanna S. Sako stated that they will review the resolution by the next Council meeting.
County Clerk Jon Henricks clarified for Mr. Inaba that while it was submitted without the opportunity for
review, the resolution follows the same standard format as that used in the past.
Pursuant to Section 2-218(a) Hawaii County Code,the Council shall, by resolution, select land or lands to
be preserved through acquisition from the fund, as recommended by the Mayor in a list developed by the
Commission.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 415-22, and
recommends its adoption.
