Your Committee on Finance,to which was referred Resolution No. 416-22,reports as follows:
Resolution No. 416-22,transmitted by Council Member Rebecca Villegas via Communication No. 801
dated May 11, 2022, authorizes the Director of Finance to enter into negotiations for the acquisition of
Tax Map Key 7-7-004:025 situated in the District of North Kona, also known as Kakala O Kamoa
Cultural Center, utilizing the Public Access, Open Space, and Natural Resources Preservation Fund.
The County seeks to acquire this .78 acre of oceanfront parcel located on the north side of Holualoa Bay
along Alii Drive in Kailua-Kona to preserve the historic Lyman House cottage and stone swimming
pool, and provide an area for a cultural education, subsistence fishing, and shoreline recreation. This
parcel is listed as priority number 16 for purchase in the 2021 Annual Report of the Public Access, Open
Space, and Natural Resources Preservation Commission.
Committee Member Rebecca Villegas provided a brief background on the measure and asked for the
other committee members' support.
Pursuant to Section 2-218(a),Hawaii County Code,the Council shall, by resolution, select land or lands
to be preserved through acquisition from the fund, as recommended by the Mayor in a list developed by
the Commission.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 416-22, and
recommends its adoption.
