REPORT OF THE
COMMITTEE ON PLANNING
DATE: May 31, 2022 Re: Comm. No. 804
PLACE: Council Chambers
Hilo, Hawaii
TIME: 9:01 a.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Planning, to which was referred Communication No. 804, reports as
follows:
Communication No. 804, transmitted by Mayor Mitchell D. Roth, dated May 11, 2022, submitted
for the Council's review and confirmation the nomination of Ms. Alayna L. Kilkuskie to the
Kailua Village Design Commission.
Executive Assistant to the Mayor, Pomaika`i Bartolome, was present in the Hilo Chambers to
introduce Ms. Kilkuskie, who appeared via Zoom. Ms. Kilkuskie was born and raised in Kailua-
Kona, Hawaii, and earned her Bachelor's degree in Architecture from the University of Oregon.
She is a licensed architect. Ms. Kilkuskie is the co-founder of the KoLab, a space intended to
foster collaboration between individuals and groups in our community. If confirmed, she will
serve a term ending December 31, 2024.
Ms. Kilkuskie elaborated on her experience as an architect, explained that she cares deeply for
Kailua-Kona, and would love to contribute to its aesthetic development.
Committee Vice Chair Rebecca Villegas thanked Ms. Kilkuskie for stepping up to serve and
highlighted her relationship and experience with the nominee.
Committee Member Sue Lee Loy asked Ms. Bartolome how she was balancing the make-up of
the Commission and if it had a quorum. Ms. Bartolome explained that there are currently seven
holdover commissioners, and two open positions. Ms. Lee Loy noted that Ms. Kilkuskie's father
currently has an application in front of the Commission, and asked how Ms. Kilkuskie would
handle recusing herself from matters where she may have a conflict of interest.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with seven "ayes," and Committee Members Tim Richards and
Matt Kaneali`i-Kleinfelder absent.
PC Report No.: 66
