Your Committee on Planning, to which was referred Communication No. 805, reports as
follows:
Communication No. 805, transmitted by Mayor Mitchell D. Roth, dated May 11, 2022, submitted
for the Council's review and confirmation the nomination of Mr. Palani Greenwell to the Kailua
Village Design Commission.
Executive Assistant to the Mayor, Pomaika`i Bartolome, was present in the Hilo Chambers to
introduce Mr. Greenwell, who appeared via Zoom. Mr. Greenwell is currently the President of
Foresight Engineering & Design, LLC. If confirmed, he will serve a term ending December 31, 2022.
Mr. Greenwell expressed that community planning is important and wanted to contribute his
professional experience through this Commission.
Committee Member Holeka Inaba asked Mr. Greenwell to describe his relationship with the
Lanihau Properties Organization. Mr. Greenwell explained that the President of the organization,
Jimmy Greenwell is his father's first cousin, but he has no relationship with him or connection to
Lanihau.
Committee Vice Chair Rebecca Villegas and Committee Member Sue Lee Loy thanked
Mr. Greenwell for his willingness to serve and highlighted his skill sets and expertise.
Committee Chair Ashley Kierkiewicz thanked Mr. Greenwell for giving his time to the
community and noted his experience in planning, land-use, and design will be of great benefit.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with seven "ayes," and Committee Members Tim Richards and
Matt Kaneali`i-Kleinfelder absent.

Your Committee on Planning is in accord with the purpose and intent of Communication No. 805,
and recommends confirmation of the appointment of Mr. Palani Greenwell to the Kailua Village
Design Commission.
