During your Committee on Finance meeting of February 18, 1997, the Committee requested more information on the role of the deputy. Specific duties and responsibilities will be formalized when the deputy is selected and assignments will be based on the individual's expertise. Date IFEB 1 9 1991 _ DEPARTMENT OF FINANCE PROPOSED TABLE OF ORGANIZATION Finance Director Deputy Finance Director Accts Budget Purchasing Treasury Data Proc RPT (Reserved) The Department of Finance currently consists of six divisions plus the administration. With the exception of Data Processing and Real Property Taa, this structure has been in existence since the inception of the County Charter in 1968. The Department has recognized the following as functions needing attention: 1. External Auditor's comments relating to internal audit function. 2. Property Management - Disposition, leases, exchanges, etc. 3. Transfer of Driver Licensing A Deputy Finance Director will be assigned the following: 1. Supervision of daily operations. 2. Handling complaint referrals. 3. Approvals of routine matters, e.g., timesheets, certification of funds, etc. 4. Coordination of Quarterly Training Program. 5. Coordination of Special Projects. The addition of the Deputy Finance Director should allow the Finance Director to: 1. Be able to assist other departments in finance related matters. 2. Be more active in reviewing legislative proposals. 3. Place more emphasis upon execution of Capital Projects. 4. Expend more effort in the area of purchasing, e.q., Standardization Committee, Chief Procurement Officer. The Department of Finance will be required to provide more assistance to agencies as the County begins to consider expansion of enterprise and special revenue funds. The proposed structure is generic because the background of a Deputy Finance Director is unknown. Hopefully, the prospective Deputy will be knowledgable in County government. Formal assignment of duties and responsibilities will be determined after the background of the deputy is known.
