To me it's outrageous to have 88 new positions even considered. The long term effects are more than you are letting on. The Retirement unfunded liability is going to take a major toll. The County should be putting additional money away to pay for retirements. Granted positions could be done as temporary, part time, or permanent part time. The benefits are much less and over time the positions may not be needed due to technology or operational changes. Also the Mayor and Council should be looking at reducing the unfunded retirement liability. Use only the base pay salary as retirement benefit calculations. Overtime and specialty pay should not be in the formula for retirement. This can be considered Spiking! Also the employees should contribute a %of there pay to there retirement. It may seem-like the County is flush with cash but a real estate downturn is happening now so future revenue from taxes is on it's way down, inflation and much higher interest rates are here now so values will be going down. Admitted everyone needs some property tax relieve but the County can't expect major new taxes. Please be wise and don't put us in a deeper hole! a Mahalo John Powell Kailua-Kona –4 — CP. c, "Tvc,,,) 742 2-Z:r-- o _ tri O. Comm. No. `2 ` i11 PRef. To: P I Ref. Dote MAY 1 9 7022
