Aloha County Council Representatives, 7011 MAY f 3 PH 1: 56 May 13th, 2022
My name is Maki Morinoue from Holualoa and I am on the edge of displacement myself.
I want to begin by a Mahalo to Mr. Inaba and Ms. Kimball for collaborating on a comprehensive
bill for our island residents. It is also good to see collaboration between the East and West side
legislative officers. Oftentimes many Hilo representatives miss our needs along the west,
southwest and northwest of our island. I hope more collaboration occurs with the island Moku
and Ahupua'a system in mind that inspires bills and votes as an island mindset.
The west side feels, sees and witnesses the long lived impact of being used as a cash cow
industry for'tourism and offshore investor's playground'without benefiting our residents' basic
needs. With inflation, rezoning & allowing old permits to develop our land during clear climate
changes, it has tremendous potential for a downfall in both cultural landscapes, natural
resources and human well being as we already struggle TODAY to save what we have.
Simultaneously we over extend our welcome and allow our natural resources to be utilized to
servicing and increasing tourism. Kumu Hou, is a perfect example of over extending our natural
resources in a dry area that has increased in fire alerts over the recent years and lacks
consideration in traffic increase and impact on our bays, coral and food industries.
Kamehameha's Boutique Hotel in Keauhou and rezoning AG to Residential all play a massive
impact on ALL of our future and especially for the west side.
Today I am in strong support of Bill 153 & Bill 152.
These Bills are necessary in supporting our local residents with affordable housing options.
Many of us struggle to stay in our homeland.as you all are already well aware of. Let alone to
have the mind set, time and space available to testify like I am able to, today. I am not the norm
and I had the will and curiosity to learn how to navigate our system.
Thank you all in advance for shaping a better path forward. I hope this Bill gets passed with no
obstacles or changes unless it's to make it even better.
