Subject: Testimony considering real property taxes
Good afternoon and Aloha, Thank you for the opportunity to express my thoughts regarding Chapter 19, Article 11,
Section 19-90, of the Hawai'i County Code. 1) County property tax relief is not only the right thing to do, it
is the necessary thing to do. Other states are offering financial assistance to offset Covid related financial
restrictions and/or inflation mitigation. Hawai'i's cost of living expenses are well documented - and citizens
are currently feeling pressed to meet daily expenses, especially Kupuna with a fixed income. 2) Please
explain why in your proposal commercial, hotel and resort tax relief is given a much greater property tax
reduction than residential property? I believe the needed and most necessary property tax relief should be
allocated to residential property, with an emphasis on more relief for Kapuna. This might be done by
simply modifying the "taxation by age" language in the current code.
