Public Hearing 17 May 2022
Summary of Revenues and Appropriations of FY2022-2023
I'm oppose to the proposed budget being present at the public hearing due to the inconsistent
information being provided and the method being used by the County to comingle actions of tax
reduction without proper approval, already being adopted into the budget being accepted, is a clear
indication that a predetermined outcome is already decided without the vote of the council and regard
of the public hearing outcome and or results being taken into account.
On 1 Mar 2022,the was budget FY2022-2023 Mayor $689,903,974 which was an increase of

$79,792,016 or 13.1 percent larger than the FY 2021-2022 budget.
The public hearing budget for FY 2022-2023 budget is$779,678,040 which is artificially reduced by the
inter-fund withdrawals totaling$43,739,000 and property tax reductions undetermined because the
County has not been transparent with the tax information to the public. With the inter-fund
withdrawals the true revenues anticipated for FY2022-2023 is$823,415,000 which is an increase of
$133,511,000 or 19%from the initial proposed budget by the Mayor in Mar 2022. Mind you the figure
would be even larger if the County was transparent with-it tax information.
In two months,the County budget increase of 19%is not a small matter and the increase needs to be
investigated and the entire accounting systems needs to be audited for error or mistake. The county
accounting system must be validated and or confirmed for the Mayor letter of 5 May 2022 also fails to
adequate account for the increase and or differences. The margin of error needs to be reduced to less
than 5%to instill confidents in the public trust and that the County is capable of properly managing the
public funds properly,with honor, and creditable.
An investigation needs to be conducted to be assured the funds are indeed real and another accounting
mistake will not be made to cause more future tax increase to pay for the mistake of our paid civil
servants that should be watching out for out best interests to serving the public with the highest
integrity and regards to honoring and protection our civil rights and interests.
