In addition, the FDA proposes that such non-mineral sunscreens be classified as "not generally recognized as safe and effective" for humans, due to high serum levels of essentially all such sunscreen ingredients in users, and the almost complete lack of safety data in humans. The purpose of this ordinance is to preserve the health, safety, and welfare of humans and the environment, by allowing only mineral sunscreens to be provided, sold, offered for sale, or distributed in the County.
