No. 829/Bill No. 181 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 9:30 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 181, reports as follows: <br /> Bill No. 181, transmitted by Mayor Mitchell D. Roth, via Communication No. 829, dated May 12, <br /> 2022, amends Ordinance No. 06-82 which reclassified lands from Agricultural—20 acres (A-20a) <br /> to Family Agricultural—3 Acres (FA-3a) at Kaloko Mauka Subdivision, North Kona, Hawaii, <br /> covered by Tax Map Key: 7-3-024:008. The applicant is Clinton Hinchcliff, Jr. Introduced by <br /> Chair Ashley Kierkiewicz, by request. <br /> Planning Director Zendo Kern was present via Zoom. <br /> Planning Consultant Sidney Fuke, was present in the Kona Chambers to represent the applicant. <br /> Mr. Fuke explained that this amendment is for a time extension to finalize a subdivision he was <br /> involved in several years ago that has been stuck in litigation. By the time litigation finished, the <br /> deadline for subdivision approval had passed. Mr. Fuke explained that the project is a seven-lot <br /> subdivision, and the applicant would like to reserve several of the lots for his family and sell the <br /> remaining lots. He addressed testimony surrounding the Kaloko Drive intersection, <br /> Committee Vice-Chair Rebecca Villegas chaired the meeting due to Chair Kierkiewicz's <br /> absence. <br /> Committee Member Holeka Inaba asked Planning Director Zendo Kern to elaborate on <br /> Condition G, the forest management plan. Director Kern responded that the intent of that plan is <br /> to maintain 80 percent of the native forest on the lot, which is a consistent condition for this <br /> properties near the 3,000 feet elevation area. Mr. Inaba then asked what improvements to the <br /> Kaloko Drive intersection would take place, noting that there is a note from the State Department <br /> of Transportation that they will not take jurisdiction over the intersection improvements. <br /> Director Kern noted that the County is willing to help cover preliminary costs from Fair-Share <br /> contributions from the area to assist the State. <br /> PC Report No.: 69 <br />
