Subject: Addendum to Department of Parks and Recreation's Evaluation of Applications for
2021 Public Access, Open Space, and Natural Resources Stewardship Grants
Dear Chairwoman David and Members of the Hawaii County Council:
The Department of Parks and Recreation ["DPR"] received nine applications for stewardship grants
associated with the Public Access, Open Space and Natural Resources Preservation ["PONC"]
Maintenance Fund ["Fund"] and reviewed the recommendations provided by the Public Access, Open
Space, and Natural Resources Preservation Commission [`Commission"].
On June 3, 2022 DPR submitted its evaluation of the applications but I recently became aware that we
inadvertently omitted the evaluation Pohaha I Ka Lani in the evaluation letter. Please accept the following
submission:

Organization: Pohaha I Ka Lani ("PIKL")
PONC Land: (3)4-8-004:106 [Waipi°o Valley Lookout] Acquired 2007
Amount Requested: $92,300 (Total Project Cost: $114,900)
1. Installation of a 1,000 gallon water tank for handwashing and irrigation uses, a 20' long
shipping container for secure storage, and a system of solar panels, batteries and lighting for

the water tank and container.
2. Hosting of monthly"Malama 'Rina"days throughout the year to engage the public into
developing active stewardship relationships to the site.
3. Hosting of cultural, community, and educational groups at the site to learn about Waipi'o
Valley and the surrounding areas.
4. Hosting of cultural educational workshops to enhance the public consciousness about the
significance of stewardship of significant places/lands.
5. Facilitate the public's safe and responsible use of the site.
6. Maintenance of the property, to include landscaping, native gardening, repairs to
fences/gates, etc.
Review of PIKL's objectives, as presented in its proposal, project description and budget details informed
the following assessments:
1. Only the storage container portion of Objective#1 appears to qualify under criterion (11).

electrical work will require County-issued building, electrical and plumbing permits as well as plan
approval. The water tank, as proposed for handwashing use (amongst others), must meet State
Department of Health regulations for potable water.
2. Objectives#2, #3, #4, and#5 appear to qualify under criterion (2).
3. Objective#6 appears to qualify under criteria (1) and (8).
Given the above, with the exception of the concerns addressed for Objective#1, it is my recommendation
that Pohaha I Ka Lani will be able to complete its project in accordance with the project description
submitted and in adherence to the conditions governing the POMC maintenance fund.
