RE: Bill 167 AN ORDINANCE AMENDING CHAPTER 14 OF THE HAWAII COUNTY CODE 1983 (2016
EDITION, AS AMENDED), BY ADDING A NEW ARTICLE RELATING TO PROHIBITION OF NON-
MINERAL SUNSCREEN I am in Strong Support of Bill 167. Healthy coral reefs protect our island's
coastal infrastructure, beaches, and community. The chemical compounds contained in non-mineral
sunscreen inhibit coral growth and degrade the integrity of our reefs. The purpose of this ordinance is to
preserve the health, safety, and welfare of humans and the environment, by allowing only mineral
sunscreens to be provided, sold, offered for sale, or distributed in the County.
BACKGROUND: There is a proposed change to the Hawaii County Code which would prohibit the sale of
sunscreens containing non-mineral based sunscreen ingredients i.e. avobenzone, homosalate, etc. This ordinance has
already been enacted in Maui. While it won't stop tourists from bringing in toxic sunscreens, it will stop the sale of
those products here.
Cindi Punihaole wrote: On May 17th, the Climate Resilience and Natural Resources Management
Committee (CRNRMC) voted to pass Bill 167 which would prohibit the sale or distribution of non-mineral
sunscreens. The entire County Council will hear Bill 167 on Wednesday, June 1, 2022. Would you help us
