RESOLUTION NO. 448 22
A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL
RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO
HO`OMALU KAT.
WHEREAS, Section 10-16 of the Hawai`i County Charter establishes a Public Access,
Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance
Fund") "to preserve the land,promote public safety, and maintain a healthy stewardship"; and
WHEREAS, Section 10-16(h) of the Charter provides that the Maintenance Fund may be
used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for
grant-in-aid project funding; and
WHEREAS, Ho`omalu Ka`u is a 501(c)3 nonprofit organization with a stated mission of
its project committee, Kahua `Olohu, "to support and guide a community-managed wahi pana of
Ka`u based on the cultural, spiritual and educational practices and protocols of our ancestors";
and
WHEREAS, Ho`omalu Ka`u submitted a Maintenance Fund stewardship grant
application to continue providing land stewardship and cultural education for the Kahua `Olohu,
Kaunamano, Ka`u property; and
WHEREAS, during its September 13, 2021, meeting and pursuant to Section 2-217 of
the Hawai`i County Code 1983 (2016 Edition, as amended),the Public Access, Open Space, and
Natural Resources Preservation Commission forwarded a positive recommendation of the project
applied for by Ho`omalu Ka`u to the Director of Parks and Recreation; and
WHEREAS,the project proposed by Ho`omalu Ka`u was one of nine Maintenance Fund
stewardship grant applications that the Department of Parks and Recreation Director evaluated in
Communication No. 844, submitted to the Council on June 3, 2022; and
WHEREAS, this grant will also assist Ho`omalu Ka`u with its implementation of an
ultimate goal to prepare the land for cultural education and malama `aina stewardship towards a
vision of annual Makahiki events being held at this site; and
WHEREAS, the project proposed by Ho`omalu Ka`u in its Maintenance Fund
stewardship grant application benefits the community-at-large and leverages partnerships to
maintain healthy stewardship of properties acquired through the Public Access, Open Space, and
Natural Resources Preservation Fund; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that,
pursuant to Section 10-16(h) of the Hawai`i County Charter, the Council hereby approves a
Public Access, Open Space, and Natural Resources Preservation Maintenance Stewardship Grant
to Ho`omalu Ka`u in the amount of$18,150 to support and guide a community-managed wahi
pana of Ka`u.
BE IT FURTHER RESOLVED that,pursuant to Section 10-16(g) of the Charter, funds
from the grant awarded by this resolution shall be used for public safety maintenance and
preservation of the Kahua `Olohu, Kaunamano, Ka`u property acquired through the Public
Access, Open Space, and Natural Resources Preservation Fund, identified as tax map key
(3) 9-5-012:005.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of the Department of Parks and Recreation and the Director of the
Department of Finance.
