RESOLUTION NO. 453 22
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE DAUGHTERS OF
HAWAII TO ASSIST WITH EXPENSES RELATED TO PRESERVATION OF THE
ROYAL BANYAN TREE PLANTED BY QUEEN KAPI`OLANI AT THE HULIHE`E
PALACE.
WHEREAS,the Daughters of Hawai`i is a 501(c)(3) nonprofit organization whose
mission is to perpetuate the memory and spirit of old Hawai`i and to preserve the nomenclature
and correct pronunciation of the Hawaiian language; and
WHEREAS, in the 1880s,the Royal Banyan Tree at the Hulihee Palace in Kona was
planted by Queen Kapi`olani from a cutting taken from a banyan tree at `Iolani Palace in
Honolulu,which was a gift from Indian royalty to Queen Kapi`olani`s husband, King Kalakaua;
and
WHEREAS,the Royal Banyan Tree at Hulihe`e Palace is a major feature and landmark
of the Historic Kailua Village that requires a complete examination and extensive trimming to
preserve its legacy and minimize any hazards to the community; and
WHEREAS,the Daughters of Hawai`i is requesting funds to assist with epenses related
to an examination, extensive trim, and preservation of the Royal Banyan Tree planted by Queen
Kapi`olani at Hulihe`e Palace; and
WHEREAS, the Department of Liquor Control supports programs that provide
educational activities, and community events in a drug-free and alcohol-free environment, such
as the preservation efforts toward the Royal Banyan tree at theHulihee Palace; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Liquor Control to provide a grant to Daughters of Hawai`i to assist with expenses related to the
preservation of the Royal Banyan Tree at the Hulihe`e Palace.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
