RESOLUTION NO. 455 22
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS
COMMUNITY DEVELOPMENT GROUP FOR EXPENSES RELATING TO THE 2022
HAWAII ISLAND ALL NATIONS POWWOW.
WHEREAS, the Grassroots Community Development Group (GCDG) is a 501(c)(3)
nonprofit organization that works to strengthen communities through the cooperative
development of programs and services for East Hawai`i, especially for youth and families; and
WHEREAS, GCDG is working on the logistics for the 2022 Hawai`i Island All Nations
Powwow, which is a free event scheduled to be held on September 17 and 18 in Hilo with
approximately 130 participants from Canada and the continental United States; and
WHEREAS, GCDG is requesting funds to cover necessary expenses relating to the
event, including,but not limited to, facility fees, food, and paper products; and
WHEREAS, the Department of Liquor Control supports this event as it is in keeping
with the goals and objectives of the department to promote safe, healthy, and drug- and alcohol-
free community activities; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District.9 will be appropriated to the Department of
Liquor Control to provide a grant to the Grassroots Community Development Group for the 2022
Hawai`i Island All Nations Powwow.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
