HomeMy WebLinkAboutRES 446 Draft 01 2020-2022 A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE STEWARDSHIP GRANT TO KOHANAIKI ‘OHANA. WHEREAS, Section 10-16 of the Hawai‘i County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) “to preserve the land, promote public safety, and maintain a healthy stewardship”; and WHEREAS, Section 10-16(h) of the Charter provides that the Maintenance Fund may be used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid project funding; and WHEREAS, Kohanaiki ‘Ohana is a 501(c)3 nonprofit organization whose mission is to enrich the social understanding and appreciation of Hawai‘i’s native culture and environments and to protect the natural and cultural resources and historic treasures along the Kohanaiki and ‘O‘oma coastline on the west coast of Hawai‘i Island; and WHEREAS, Kohanaiki ‘Ohana submitted a Maintenance Fund stewardship grant application to continue providing land stewardship and cultural education for the ‘O‘oma shoreline; and WHEREAS, during its September 13, 2021, meeting and pursuant to Section 2-217 of the Hawai‘i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural Resources Preservation Commission forwarded a positive recommendation of the project applied for by Kohanaiki ‘Ohana to the Director of Parks and Recreation; and WHEREAS, Communication No. 844, issued by the Director of the Department of Parks and Recreation on June 3, 2022, submitted for the Council’s consideration nine applicants for stewardship grants for various properties that have been acquired by the County using the Public Access, Open Space, and Natural Resources Preservation Fund; and WHEREAS, the Director of the Department of Parks and Recreation in Communication No. 844 recommends that Kohanaiki ‘Ohana will be able to complete its project in accordance with the project description submitted and in strict adherence to the conditions governing the Public Access, Open Space, and Natural Resources Preservation Maintenance Fund; and WHEREAS, Kohanaiki ‘Ohana submitted an application to provide land stewardship and cultural education for ‘O‘oma Beach in North Kona (TMK: (3) 7-3-009:004) with emphasis on shoreline preservation, education and regularly scheduled workdays and beach cleanups with several local schools, where students will focus on native plant identification, hylaeus bee monitoring, native bird watching, and learn the importance of re-planting native species and protection of the strand vegetation; and WHEREAS, Kohanaiki Ohana’s objectives are to collect seeds and propagate various native plants for ongoing and future out-planting projects for beach erosion mitigation at the ‘O‘oma lands; maintain and protect native plants through installation of signage, protective barriers, and removal of invasive alien plants; and enhancement of both entryways to the beach and shoreline areas; and WHEREAS, the Council finds that awarding a stewardship grant to Kohanaiki ‘Ohana will allow it to continue its management efforts, which have provided the following benefits: (1) monitoring and protecting native flora and fauna; (2) restoration of an ancient historical trail; (3) coastal maintenance; (4) propagation and out-planting of native coastal plants; and (5) collaboration with the community to achieve the above goals to enhance and solidify the community component of this project; and WHEREAS, the Council further finds that awarding a stewardship grant to Kohanaiki ‘Ohana will benefit the community-at-large by demonstrating that maintenance fund monies can be utilized to “preserve the land, promote public safety, and maintain a healthy stewardship” of those properties that have been acquired using Public Access, Open Space, and Natural Resources Preservation funding; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 10-16(h) of the Hawai‘i County Charter, the Council hereby approves a Public Access, Open Space, and Natural Resources Preservation Maintenance Stewardship Grant to Kohanaiki ‘Ohana in the amount of $24,880 to protect, preserve, and restore ‘O‘oma Beach in North Kona. BE IT FURTHER RESOLVED that, pursuant to Section 10-16(g) of the Charter, funds from the grant awarded by this resolution shall be used for public safety maintenance and preservation of the ‘O‘oma Beach in North Kona acquired through the Public Access, Open Space, and Natural Resources Preservation Fund, identified as tax map key (3) 7-3-009:004. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of the Department of Parks and Recreation and the Director of the Department of Finance.
