Bill 174 proposes a charter amendment to move certain Building Division fimetions that do not pertain to County assets into the new Department of Building to be led by an individual with professional experience in the building and development trades. FISCAL IMPACT: The proposed charter amendment will require transferring staff from the Department of Public Works Building Division's Inspection section to the Department of Building, the establishment of new positions, the build-out and lease of two locations (East Hawaii and West Hawaii) and all equipment necessary for the establishment of new office space. The total S&W increase is $1,730,044 including fringe benefits for 14 new positions (Director, Deputy Director, Private Secretary and fiscal and administrative positions needed for the new department). OCE increases by $396,000 per year for the lease of office space ($264,000 East Hawaii, $132,000 West Hawaii) and a one-time build-out cost of approximately$3.13 million for East Hawaii and$1.69 million for West Hawaii. One time equipment costs total approximately $455,594 for a total first-year cost of approximately$7.4 million. The ongoing annual S&W and OCE costs total approximately$2.13 million.
