Re: Operating Budget
The County of Hawaii has been awarded $1,879,773 from the State of Hawaii
Department of Transportation, which derived from the Federal Transit Administration
(FTA) under Section 5311. These funds will be used to cover transit operational costs
resulting from the COVID-19 pandemic and lost passenger fares through December 31,
2025.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this
$1,879,773 grant.

To request a bill to appropriate $1,879,773 in FTA Section 5311 Formula Grants for Rural Areas Program,
American Rescue Plan Act of 2021 (ARP) funding to cover transit operational costs resulting from the novel
coronavirus pandamic and lost passenger fares through December 31, 2025. j

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County was successful in receiving FTA Section 5311 ARP funds to cover transit operational costs
resulting from the novel coronavirus pandamic and lost passenger fares through December 31, 2025.
The Formula Grants for Rural Areas Program (49. U.S.C. 5311) provides capital, planning, and operating
assistance to states and federally recognized Indian tribes to support public transportation in rural areas with
populations less than 50,000, where many residents often rely on public transit to reach their destinations.
The funds received were from competitive applications submitted in 2021 to HDOT.
