SM(Y OCOUNTY OF HAWAIII STATE OF HAWAII <br /> F <br /> a'1 nAt:`*�� <br /> ,TE OF•N'.fb <br /> BILL NO. 190 <br /> ORDINANCE NO. <br /> AN ORDINANCE AMENDING CHAPTER 18,ARTICLE 4, SECTION 18-90 OF THE <br /> HAWAII COUNTY CODE 1983 (2016 EDITION,AS AMENDED), RELATING TO <br /> FARES FOR PUBLIC TRANSPORTATION. <br /> BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br /> SECTION 1. Findings and purpose. The Hawaii County Council, in amending <br /> Section 18-90, of the Hawaii County Code 1983 (2016 Edition, as amended), temporarily <br /> suspends the fares for all mass transit fixed routes and paratransit services until December <br /> 31, 2025. This ordinance establishes a temporary suspension of fares for all riders using <br /> the mass transit service owned, maintained, or operated by the County, excluding County- <br /> contracted shared-ride services and County-operated curb-to-curb van services operated by <br /> the Department of Parks and Recreation. The County Mass Transit Agency has received <br /> grant funds from the State of Hawaii, through its Department of Transportation as a <br /> subrecipient to the United States Department of Transportation, through its Federal Transit <br /> Administration. The grant funds received will be used by the Mass Transit Agency to <br /> cover the operational costs of the temporary suspension in services until December 31, <br /> 2025. This ordinance is intended to remove barriers to riding public transit, boost and <br /> rebuild ridership, and keep frontline employees and riders safer and socially distanced from <br /> each other by eliminating the exchange of fares. <br /> SECTION 2. Chapter 18, article 4, section 18-90, of the Hawaii County Code <br /> 1983 (2016 Edition, as amended), is amended by amending subsection (h) to read as <br /> follows: <br /> "(h) Suspension of fares; non-applicability to some services; terminates December <br /> 31, [242-3-] 2025. <br /> (1) All fares established by this section shall be suspended [fifteen days—meter <br /> the eft cti.�; date VZ t 3 a' ] through December 31, 2025. Riders <br /> �+ f this <br /> boarding and alighting any mass transit service owned, maintained, or <br /> operated by the County, shall ride free of charge. <br /> (2) This subsection shall not apply to County-contracted shared-ride services[,] <br /> and County-operated curb-to-curb van services operated by the department <br /> of parks and recreation[, or ('+^untter operated n fixed b a a <br /> in partnership with non profit organizations . <br /> (3) The suspension of fares shall automatically terminate on December 31, <br /> [2423;] 2025, unless extended by the council. <br /> (4) Each year, no later than July 30 after the close of the fiscal year, the mass <br /> transit administrator shall provide a report to the council regarding the <br />
