Re: Operating Budget
The State of Hawaii, Department of Health is providing $26,000 to the Department of
Research and Development for their 2022 Fall Hawaii County Food Access Summit and
2023 Summer Hawaii County Food Access Summit projects. These summits will build
collaborative capacity, collect data for network mapping and food system study,
showcase successful projects, and continue the momentum towards building a more
equitable, inclusive, sustainable, resilient food and agriculture system for Hawaii.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State
of Hawaii, Department of Health for these funds. Also enclosed is a bill for an
ordinance amending the Operating Budget by appropriating this $26,000 to the
Department of Research and Development's "HI County Food Access Summit Program"
account.
The Department of Research& Development requests that this resolution be waived from
the Finance Committee and be placed on the July 20, 2022 Council agenda in order to
expedite this transaction. If there are any questions, please do not hesitate to call Sarah

Hawaii Department of Health in the amount of$26,000.00 for 2022 Fall Hawaii County Food Access '!
Summit and 2023 Summer Hawaii County Food Access Summit.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

Pursuant to Hawaii Revised Statutes §46-7, the County may enter into agreements with "any public body"
with the consent of Council. R&D is requesting that Council approve a resolution authorizing R&D to enter
into an inter-government agreement with the State of Hawaii Department of Health, a public body, for the
purposes of funding its program, "2022 Hawaii County Food Access Summit and 2023 Hawaii County Food
Access Summit", pursuant to HCC 2-139(3)(c).
The Hawaii County Food Access Summits will bring together stakeholders from different sectors in the food
system including: Hawaii County residents, food system leaders, ranchers, famers, agricultural industry
support organizations, educators and students, politicians, and cultural practitioners. The summit will build
collaborative capacity, collect data for network mapping and food system study, showcase successful
projects, and continue the momentum created by the 2018 -2021 Food Summits towards buidling a more
equitable, inclusive, sustainable, resilient food and agriculture system for Hawaii. The project will support the
development of future Supplemental Nutrition Assistance Program - Education (SNAP-Ed) plans. The SNAP-
Ed program seeks to create policy, systems, and environmental changes that ensure healthy food access in
SNAP-eligible populations.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
