Subject: Bill 182
Dear[ounci|membens,
I support Bill 182. It clearly targets Hawai'i residents who may be most affected by paying higher property taxes and offers them
some tax relief.
I am also suggesting that Bill 182 be amended to allow additional tax breaks for the purpose of encouraging more full time residential
homeowners torent toresidents.
1) 1 ask that the County allow each of these homeowners to use ONLY one additional dwelling unit,ohana unit,or guest house as a
rental leased for a period of at least one year without the homeowner suffering negative property tax implications by losing their
preferential homeowner property class.
2)Create an additional affordable housing homeowner exemption of 40 percent of the assessed property value of the homeowner
residential property class tothose renting the one unit tuasection Otenant.
3)Allow disabled veterans who do the above to retain their current exemption,as well as allow them to rent two bedrooms in their
home.
4) Disallow all exemptions if homeowners rent out a portion of their property as a short term rental. I recognize that there may be
legalities involved preventing this or that you may not want to take on that issue at this time and respect that. However,this may
encourage some short term rental landlords toconvert tnlong term rentals.
5)This is unrelated to rentals. I'm suggesting that the regular disabled homeowner exemption currently granted be raised from
$50,000 to$100,000,or that there be an additional property tax exemption of 10 percent of assessed value.
I ask for your careful consideration of each of the items and the implications thereof. I recognize that the County has certain
budgetary needs. However, I am hopeful that implementing at least some of the above suggestions could begin to provide more tax
breaks to those who need it as well as provide more affordable housing units for residents.
