Aloha,
Kupuna for the Moopuna, a network of kupuna Hawaiian homestead beneficiary farmers of the
Hawaiian Homes Commission Act (HHCA) from Pana`ewa Hawaii, submit this testimony in
SUPPORT of Bill 180.
Mahalo to Councilmember Matt Kaneali`i- Kleinfelder for taking the initiative to introduce this
bill that will benefit all the residents of Hawaii County.
Bill 180 dovetails nicely with the historic bills passed by this year's Hawaii State Legislature in
support of Native Hawaiian rights. Bill 180 also aligns with HHC Chairman Aila's 2021
testimony at the state legislature, testimony anchored in the Constitutional obligations the
State and Counties have to fulfill the HHCA, to add DHHL representation on all County Boards
of Water Supply as these bodies make major policy decisions that affect the availability of
potable water for DHHL. In addition, Bill 180 supports and benefits all the residents of Hawaii
County by informing all of the status of our precious drinking water.
The ongoing disastrous water crisis in the City and County of Honolulu and the ongoing need to
conserve water throughout the state is a constant reminder that there is no substitute for pure
water.
Please pass Bill 180 that will benefit all the people of Hawaii County.

Hawaiian Homes Commission Act from Pana`ewa Hawaii, submit this testimony in SUPPORT
of the Proposed Amendment to Bill No. 180. (Resubmitting with a corrected date of June 15,
2022. Mahalo!)
Section 8-2. Water Board,
The water board shall consist of nine members who shall be appointed by the mayor with the
approval of the council in the manner prescribed in Section 13-4. Each of the nine council districts
shall be represented by a resident appointed from that district. The manager-chief engineer of the
department of water supply, [aDepaftment „f14a-w iia u,,,,,,olandsrepr-esentatiye,] a representative
of a beneficiary association on the Homestead and Beneficiary Associations List of the United States
Department of the Interior, Office of Native Hawaiian Relations, the planning director and the
director of public works or their designated representatives shall serve as ex-officio members of the
water board without power to vote.
