This is testimony in support of Bill 180 as follows: �
1. Require that Board and the Water Department receive Native Hawaiian Law training; and;
2. Require that the Department of Water Supply provide an annual report to the County Council.
We also support the following amended bill language:
Department of Hawaiian Home Lands ("DHHL") representation from a DHHL Hawai'i Island Hawaiian
Homestead lessee to the County Water Board.
For Hawaiian Home Lands on Hawaii Island and across the pae`aina, water is a crucial aspect in our ability
to settle our `aina ho`opulapula. The current leadership of BWS have said they strongly support DHHL and
beneficiary water rights.
Inclusion of a member of our homestead community to the County Water Board via the County Charter will help
ensure this strong support continues even after current leadership changes.
The Keaukaha Pana'ewa Farmers Association (KPFA) is a Hawaiian Homes Commission Act Beneficiary
Association controlled by beneficiaries as defined by the Hawaiian Homes Lands Recovery Act, 109 Stat. 537. KPFA
is registered with the U.S Department of Interior, 43 CFR §§ 47.10 and 48.6.
KPFA is also recognized by the Department of Hawaiian Home Lands as the representative organization for
beneficiaries and their 'ohana residing across 1,660 acres of agricultural Hawaiian Home Lands in Pana'ewa.
