REPORT OF THE <br /> COMMITTEE ON GOVERNMENTAL OPERATIONS, <br /> RELATIONS, AND ECONOMIC DEVELOPMENT <br /> DATE: July 5, 2022 Re: Comm. No. 842/Res. No. 442-22 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 2:27 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Governmental Operations, Relations, and Economic Development,to <br /> which was referred Resolution No. 442-22, reports as follows: <br /> Resolution No. 442-22, transmitted by Council Members Heather L. Kimball and <br /> Susan L. K. Lee Loy, via Communication No. 842 dated June 1, 2022, requests that the <br /> Office of Housing and Community Development create a strategic roadmap for housing and <br /> homelessness that sets forth priorities and intentions for utilization and accountability of program <br /> appropriations from residential tier two property tax revenues, and submit the plan to the Council <br /> by September 2022, and thereafter annually provide a progress report to the Council. <br /> Chair Kimball asked Vice Chair Ashley Kierkiewicz to step in as Chair for the duration of this <br /> agenda item and Vice Chair Kierkiewicz agreed, assuming the role of Chair at 2:29 p.m. <br /> Council Member Kimball proceeded to introduce the measure stating that it is the role of the <br /> County Council to ensure the usage of tax payers funds are used responsibly and that in order to <br /> do this, there must be a plan and metrics in place. <br /> Council Member Lee Loy added that since this is a program with five years of dedicated <br /> funding, the future Council will need to assess the success of the program and this strategic <br /> roadmap will lay out exactly how the money will be utilized to end homelessness and give that <br /> future Council a way to measure its success. <br /> Housing Administrator Susan Kunz and Housing and Community Development Specialist <br /> Sharon Hirota were available on Zoom and they thanked Council Members Kimball and Lee Loy <br /> for proposing this resolution. <br /> Chair Kierkiewicz asked if the Office of Housing and Community Development felt they could <br /> meet the proposed September 2022 timeline for developing the strategic roadmap, and <br /> Administrator Kunz said they were confident they could. <br /> Several Council Members asked additional questions about the process and these were answered <br /> by Administrator Kunz and Ms. Hirota. <br /> GOREDC Report No. 26 <br />
