No. 442-22 PLACE: Council Chambers Hilo, Hawaii TIME: 2:27 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Governmental Operations, Relations, and Economic Development,to which was referred Resolution No. 442-22, reports as follows: Resolution No. 442-22, transmitted by Council Members Heather L. Kimball and Susan L. K. Lee Loy, via Communication No. 842 dated June 1, 2022, requests that the Office of Housing and Community Development create a strategic roadmap for housing and homelessness that sets forth priorities and intentions for utilization and accountability of program appropriations from residential tier two property tax revenues, and submit the plan to the Council by September 2022, and thereafter annually provide a progress report to the Council. Chair Kimball asked Vice Chair Ashley Kierkiewicz to step in as Chair for the duration of this agenda item and Vice Chair Kierkiewicz agreed, assuming the role of Chair at 2:29 p.m. Council Member Kimball proceeded to introduce the measure stating that it is the role of the County Council to ensure the usage of tax payers funds are used responsibly and that in order to do this, there must be a plan and metrics in place. Council Member Lee Loy added that since this is a program with five years of dedicated funding, the future Council will need to assess the success of the program and this strategic roadmap will lay out exactly how the money will be utilized to end homelessness and give that future Council a way to measure its success. Housing Administrator Susan Kunz and Housing and Community Development Specialist Sharon Hirota were available on Zoom and they thanked Council Members Kimball and Lee Loy for proposing this resolution. Chair Kierkiewicz asked if the Office of Housing and Community Development felt they could meet the proposed September 2022 timeline for developing the strategic roadmap, and Administrator Kunz said they were confident they could. Several Council Members asked additional questions about the process and these were answered by Administrator Kunz and Ms. Hirota. GOREDC Report No. 26 GOREDC-26 Page 2 July 5,2022 Council Member Kimball concluded the discussion by stating that many of the good questions raised today will be answered as part of the process of creating this strategic roadmap to end homelessness in Hawaii County in the next five years. The vote was taken on the motion to move this measure to Council with a favorable recommendation passed with seven"ayes."
