I have been asked by so many people to write a testimony for the passage of this bill.Generally I do not ever do this sort of thing, but
as I say so many of my friends espically those,and there are many, in the dive industry and ocean conservation areas that have
taken the time to write to me to have me write to you in support of the passage of this bill. I can not ignore such a ground swell of
