I understand this measure before you is at 2nd and final reading. I'm in strong support of passing this measure which would prohibit the sale of non-mineral sunscreens without a prescription in Hawaii County. I took part in an effort to protect our State's marine life and coastal habitat from the dangers that come from harmful chemicals found in sunscreens containing oxybenzone and octinoxate. I introduced Senate Bill 2571 which became Act 104 in 2018, that banned the sale, offer of sale or distribution in the State of any sunscreen that contains oxybenzone and octinoxate, without a prescription. Act 104 does not preempt the Counties from regulating sunscreen sales in general. I appreciate your efforts in prioritizing environmental sustainability, and I mahalo you for allowing me the privilege to testify.
