Bill 167 AN ORDINANCE AMENDING CHAPTER 14 OF THE HAWAII COUNTY CODE 1983 (2016
EDITION,AS AMENDED),BYADING A NEW ARTICLE RELATING TO PROHIBITION OF NON-
MINERAL SUNSCREEN
Aloha Chair Ms. David and County Council members,
Mahalo Nui Loa for this opportunity to share my thoughts.
My name is Setsuko Morinoue and I am in strong support of Bill 167. We often forget that all the forests, the
oceans and plains are living harmoniously without humans' disturbances. And they are not separate thing from one
another. All living harmoniously.
We must observe and lesson-learn from these beautiful Mother Nature.
We can not solve any problems separately. we should remind ourselves that the nature as ONE and we are in this
nature as a small part. And we should know that we are the one breaking this beautiful harmonious living cycle by
introducing unnatural materials to it.
I grew up in Japan where the most beautiful shoreline lays from miles, not far from Tokyo. I have such fun and
beautiful memories from my youth.
But the population grew and the industrial area and cities grew, no question about many problems that humans
added to the nature to worsen the quality of living. Streams, rivers carried unwelcomed materials and soon effected
the qualities of water in ponds, lakes and ocean around us. Then unwanted bacteria and planktons grew and
attracted with their own food chain and now established.
This is the new cycle of life which we as humans to be responsible.
I won't go into any scientific affect here, since the many of you with much more knowledge and well-spoken for this
matter.
We should not introduce any more chemical materials which are not only for our water around us, but most
importantly not good for our own health, remember we are breathing also through our skin.
Another thing, how we protect our beautiful and healthy water, for locals to have real island lifestyles for generations
to come, and for the visitors to enjoy SAFE and HEALTHY water, not polluted and sickly water.
There are no businesses prosper in such condition. We all will suffer if we would not take care of this kind of
important and basic troubles we have locally.
How to sustain our healthy AINA and happy LIVINGS?
The purpose of this ordinance must to preserve the health, safety, and welfare of humans and the environment.
We must go back to study and adopt the ancient Hawaiian Ahupua'a System which is the masterful system for any
sustainability we can think of.
Thank you very much for your time and hearing my thoughts.
