RE: Proposition of County Bill #174
I have been a professional real estate sales agent and a property manager on Hawai'i Island for the past 44 years. As
the owner of Day-Lum Rentals & Management and Coldwell Banker Day-Lum I have managed 1,000's of rental
homes and assisted people in buying and selling 100's of properties. My firm manages residential rental properties
that include houses, condominiums, and apartments, all of which become a home for people in our Big Island
community. In addition, we manage commercial locations including retail stores, business and medical offices and
warehouses along with Condominium and Subdivision Associations that provide residential housing, business, and
industrial properties for our citizens. Over the years I have managed twelve different projects built with funds from
the Department of Housing &Urban Development(HUD) for low-income residents from Hawai'i or elsewhere in the
U.S. '
All these houses, condos, apartments, offices, stores, and warehouses had one thing in common; the need for approval
by the County Government to be built and available to live in or to operate business in. Governments have become a s
controlling factor in our society with the intention of providing safe buildings for our citizens.
We on Hawaii Island have the advantage of thousands of vacant lots approved with few government guidelines or
requirements. These subdivisions are often seen as a burden due to unplanned traffic and public service needs, but
they do provide affordable land for our citizens to build on.

Unfortunately increasing regulations, rules, ordinances, and bureaucratic layers of government have contributed to
the cost to build a home or structure which contributes to our massive housing shortage. The needs and desires of the
people to build a home, an apartment building, an office complex, a retail building, or a warehouse should not be
hindered by the government.
I have become aware of Bill #174 to make the Building Department a separate department in our County government
structure. While there are many reasons to do nothing, they are more reasons to make a change:
1. The current system is not working, and the citizens of Hawai'i County are suffering.
2. The demands of the Building Department are vastly different from those of general Public Works that is
overseeing roads,bridges, etc.
3. The Building Department needs leadership that understands building construction.
4. The citizens of Hawai'i Island desire to build their homes and businesses in a timely manner and should
not be punished with an inept, dysfunctional oversight structure.
Please vote for Bill#174 and allow the voters of Hawai'i Island to have a say in the improvement of services from
the County government that is supposed to do what is best for the people and our community.
